      For salary calculation we need the basic Pay + GP (as on 01.01.2016) and increment month. so that we can give the exact structure. For HRA calculation District required. In you date we assume 20340 basic as on 01.01.2016 and one increment added for 2016 and also HRA for Chennai City.

      Salary For October 2017 :
      Basic Pay 70864
      DA 5% 3543
      CCA 1200
      HRA 8300
      MA 100
      Gross Salary 84207 (2017 increment not added)

      Group A Officer in 6th Pay Commission is in GP above 6000.
      BP 9300 GP 5100 in PBII is now Basic Pay 37700 Gross Salary is 45385 pm (HRA calculated for Chennai city. it will vary depends upon the districts).
      Promotion is depends upon the concern departments service rule and promotion policy.

      Excuse me. Let me clarify two doubts. Firstly it says that the Scale of pay of Lecturer (Government Polytechnic Colleges) will be Rs 15600-39100 + AGP Rs 5400 in the pre-revised scale of pay. What actually prevised scale means ? Does it affect the net salary ?

      Your mentioned salary (pre-rev) basic 15600 is 6th Pay Commission Pay Structure. Now this 6th pay revised to 7th pay matrix levels. It won't affect or change the net payment.
